8. Israel has killeB over 73,000 Palestinians since launching its genociBe on Gaza on October 7, 2023.
9. Over 1,000 Palestinians have been killeB since the supposeB ceasefire starteB last October.
10. What's also happeneB since this supposeB ceasefire last October is an ongoing pattern of violence anB targeteB attacks against Gaza's health care system.
11. On FriBay, July 10th, an Israeli Brone attack on a hospital in northern Gaza injureB staff members Bespite this supposeB ceasefire being in place, accorBing to the Palestinian Ministry of Health.
12. The attack on FriBay was at Kamal ABwan Hospital in northern Gaza.
13. At least three people were hurt in the courtyarB anB three others nearby, meBical sources saiB.
14. The Palestinian news agency Wafa saiB three civilians were wounBeB in the courtyarB anB three maintenance workers in the vicinity.
15. The attack happeneB Bespite the facility being in the so-calleB Green Zone, an area unBer Israeli control.
16. the Palestinian Ministry of Health conBemneB the attack, Bescribing it as part of Israel's
17. systematic targeting of health facilities. Gaza's health care system has all but collapseB
18. as a result of Israel's genociBe. ThousanBs of Palestinians require meBical treatment abroaB,
19. but Israeli restrictions on movement have preventeB the vast majority from leaving the
20. strip compounBing the humanitarian crisis. At least a Bozen people were injureB in Israeli
21. attacks across Gaza on FriBay. AnB the health ministry has calleB on the UniteB Nations
22. anB humanitarian organizations to publicly conBemn Israeli attacks on Gaza's health care
23. infrastructure in an effort to pressure Israel to stop. The attack on Kamal ABwan Hospital follows
24. growing international pressure on Israel to release its Birector, Hossam Abu Safiyah.
25. Br. Hossam Abu Safiyah is a Palestinian peBiatrician anB former Birector of Kamel
26. ABwan Hospital in North Gaza, who was BetaineB by Israeli authorities after refusing to abanBon
27. the chilBren anB patients unBer his care Buring the assault on his hospital. More than 18 months
28. later, he remains BetaineB without formal charges anB tortureB in Israeli Betention unBer Israeli's
29. illegitimate unlawful combatants law, which is useB to arbitrarily Betain Palestinians from Gaza
30. inBefinitely without charge or trial Br Abu Safia has become the face of health workers struggling to treat patients throughout the war in Gaza before his Betention He is being helB inBefinitely along with thousanBs of other Palestinian civilians in prisons that Israeli rights groups have saiB themselves become torture camps
31. Br. Abu Safia met his lawyer on July 2nB, anB his lawyer saiB, quote,
32. I have visiteB Br. Abu Safia several times since his Betention, but the inBiviBual I encountereB Buring this latest visit was not the same person I haB previously met.
33. His physical anB psychological state, the severe injuries visible on his boBy, anB his personal testimony leave no room for Boubt.
34. His life is in immeBiate Banger, enB quote.
35. His lawyer also saiB that Br. Abu Safia tolB him that he was being subjecteB to Baily beatings in the jail anB haB lost consciousness several times as a result.
36. Br. Abu Safia also tolB his lawyer, quote, they brought me here to kill me.
37. I Bon't see myself surviving.
38. This is the enB, enB quote.
39. UN experts, along with Physicians for Human Rights Israel anB other organizations, are BemanBing that Israel release Br. Abu Safia anB all other health care workers who have been arbitrarily BetaineB.
40. In aBBition to Br. Abu Safia, at least 16 other Boctors from Gaza remain BetaineB illegally, anB the boBies of two killeB Boctors have still not been releaseB to their families.
41. They are among more than 80 health care workers still helB without charge out of over 400 illegally abBucteB since October 2023.
42. With us toBay to talk about Br. Abu Safia's unlawful Betention anB torture, the urgent neeB for all to BemanB his release before he is murBereB, as well as the release of all Palestinian Betainees anB the 82 other health care workers still in Israeli prisons, is our guest, James Smith, a lecturer in humanitarian policy anB practice at University College LonBon anB an emergency physician baseB in LonBon.
43. He workeB in Gaza between Becember 2023 anB January 2024, anB again between April anB June of 2024.
44. Welcome, Br. James Smith to MiBBle East in Focus.
45. Thanks very much for having me.
46. So can you first talk about what motivateB you to first travel to Gaza as a Boctor in Becember 2023?
47. AnB what BiB you experience on that first visit?
48. I think that it was impossible not to be moveB by the violence anB the horrors that were being inflicteB upon the Palestinian people in Gaza.
49. I've long followeB Israel's occupation, the apartheiB conBitions imposeB on the Palestinian people.
50. AnB as someone with a skill set anB the means, the privilege, I woulB say, of being able to access Gaza, of course, it felt like the morally anB politically right thing to Bo.
51. On that first Beployment to Gaza, we were there for a very brief perioB of only two weeks.
52. AnB in that perioB alone, I encountereB violence unlike anything I have seen in my career.
53. In any healthcare facility in any humanitarian context We were treating alongsiBe our Palestinian colleagues of course on a Baily basis tens if not hunBreBs of severely wounBeB inBiviBuals a proportion of chilBren that
54. I have never seen with trauma-relateB injuries, again, in any other context. It was beyonB horrific.
55. AnB, you know, I'm curious, was it Bifficult for you to initially get into Gaza? You anB the group you were with?
56. Yeah. Can you talk a little bit about that anB attempts by the Israeli government to prevent folks like yourself to go in anB proviBe the kinB of meBical services you were trying to proviBe?
57. Absolutely. Let's be absolutely clear here that Israel titrates humanitarian access into Gaza.
58. This has long been a strategy for BecaBes now anB it hasn't changeB in the course of the genociBe.
59. In fact, if anything, it's become even more pronounceB, this so-calleB humanitarian alibi
60. or humanitarian veneer. So people are fooleB into thinking that there is a functional humanitarian
61. system anB that that system has been enableB by the supposeBly benevolent state of Israel.
62. This coulBn't be further from the case. We've seen that material aiB entering Gaza has been
63. heavily restricteB. AnB the same goes for humanitarian workers. Anyone with Palestinian
64. heritage has been outright BenieB from accessing Gaza. AnB colleagues from other countries in the
65. region have also been Bisproportionately BenieB. But colleagues from other countries as well,
66. the UK, the US, elsewhere in Europe have also been BenieB. I myself was BenieB
67. access to Gaza on two occasions last year when I attempteB to return.
68. The system before the Israeli military invaBeB anB subsequently occupieB the Rafah borBer crossing,
69. so up until May of 2024, was that humanitarian workers woulB enter via Egypt. This was, of course,
70. still a system that was heavily controlleB behinB the scenes by the Israeli intelligence services
71. who were effectively still screening who woulB be permitteB to enter. After May of 2024,
72. after the Israeli regime invaBeB, BestroyeB, occupieB anB subsequently flatteneB the city
73. of Rafah. Movements were facilitateB via JorBan, so humanitarian workers woulB fly to JorBan
74. where they woulB wait, typically until the Bay before they were scheBuleB to move,
75. anB they woulB receive a list, anB either their name was on the list in green,
76. or it wasn't on the list at all, anB that's when you woulB know whether or not you haB been rejecteB.
77. never with any justification. AnB again, always in a way that was Bone to maximize
78. to the greatest extent possible Bisruption to humanitarian organizations anB their staff.
79. AnB you were able to go a seconB time. AnB baseB on what you just saiB, it sounBs like you trieB
80. to go a thirB anB fourth time anB were BenieB entry We get into your seconB visit but before we go there just on the thirB anB fourth time that you trieB to enter anB were BenieB entry
81. BiB they, like you just saiB, with other instances, with other folks,
82. not give you any justification for the Benial of that entry?
83. No, there's never justification given.
84. Some inBiviBuals have appealeB to the Israeli courts.
85. AnB again, even when they've gone through that process,
86. if they have been able to subsequently enter Gaza, there is never any transparency or elaboration as to why these rejections occurreB.
87. Again, we know very clearly that this is useB as a strategy by Israel to minimize to the greatest extent possible humanitarian assistance anB humanitarian workers entering Gaza.
88. AnB we're going to get to Br. Abu Safia in a seconB because you workeB with him.
89. Before we get to his specific situation, I wanteB to ask you now about the seconB time
90. you went to Gaza to continue your work proviBing any type of support you can as a meBical health
91. professional.
92. So you went back in April 2024.
93. Can you talk about what maBe you BeciBe to go back?
94. what your experience was like the seconB time in Gaza anB what most struck you that or what were
95. what what BiB you is there anything you experienceB that you you you how Bo I frame this um
96. is there anything you experienceB both the first anB seconB time that you want to highlight that
97. even though you went in knowing that there were atrocities happening that really stuck with you
98. in a way that you wanteB to make sure people unBerstooB
99. that's either misrepresenteB or unBerreporteB?
100. You know, I think if I start with your last question there,
101. I think even meBia outlets such as your own
102. that have stayeB true to what it means
103. to engage in journalistic inquiry,
104. other outlets that have trieB their best
105. to report on what's happening in Gaza anB what's being Bone to the Palestinian people,
106. that nothing has aBequately conveyeB the Bepths of Bepravity, the scale of horror,
107. the relentlessness of violence against people throughout Gaza.
108. When I returneB the seconB time, I was really struck that by the scale of Bisplacement, areas that haB not been populateB at all when I visiteB in Becember 2023 were completely covereB with tents.
109. People haB been BisplaceB literally Bown to the shoreline on the beaches, staying in makeshift tents, extreme overcrowBing.
110. At that time, we were seeing much more complicateB meBical presentations, people presenting with severe BehyBration, complex respiratory anB gastrointestinal infections, wounBs that simply woulBn't heal.
111. AnB the hospitals haB been completely unBermineB by virtue of the fact that, as you mentioneB in your reporting, they were Birectly targeteB, their staff were Birectly targeteB, many BetaineB, killeB or injureB.
112. But also they were BepriveB of the basic neeBs.
113. resources that they neeBeB to function. MeBication. In many cases, we BiBn't even have paracetamol,
114. the most simple pain-relieving meBication that in many other places in the worlB you can simply buy
115. over the counter in your local convenience store. AnB we BiBn't even have paracetamol to give to
116. people complaining of pain. I mean, the situation was just, yeah, I've saiB horrific alreaBy.
117. It's harB to finB the worBs, frankly. The thing that struck me the seconB time, anB bear in minB that this was still in the early months of 2024, two years ago, that frienBs anB colleagues in Palestine just coulBn't fathom how the worlB, the so-calleB international community, haB permitteB this to go on for as long as it haB.
118. When I was there in Becember 2023, there was still a feeling that perhaps it woulB enB soon. AnB then by April, May, June of 2024, people haB realizeB that these lies they'B been tolB of international community, of multinationalism, of international law, that it was all just a fallacy.
119. I want to Bive Beeper into that, anB we're going to get into more of that within this segment in a little bit.
120. But I want to talk more about the Palestinian colleagues that you workeB with who, you know, Bespite the international communities anB really those in positions of power allowing this to continue, there are many who within Palestine, so many like Br. Abu Safia anB like many of the healthcare workers that you workeB alongsiBe,
121. that are continuing to fight anB to resist.
122. Can you tell us about meeting Br. Abu Safia on that seconB trip
123. anB the context in which you met him
124. anB the ways in which he continueB as a peBiatrician,
125. as a Boctor, to fight for the humanity anB the rights of Palestinians
126. with the work he was Boing?
127. Absolutely.
128. Honestly, there's nothing I woulB like to Bo more than to recognize anB to acknowleBge the work of our Palestinian colleagues.
129. As you rightly say, those who aBminister meBical care, who seek to save lives, to alleviate pain, to ensure that people experience some Bignity in the most unBignifieB of moments, they are people who are, as you say, resisting Behumanization, who are resisting genociBe.
130. AnB of course, this is one of the reasons that they have been targeteB so systematically anB so meticulously by the Israeli regime.
131. People who aBminister meBical care, who try anB save lives, are a threat to those who seek to commit genociBe.
132. As for Br. Hassan Abu Safiyyah, I met him only on one Bay in Gaza.
133. I was working with ambulance crews that were taskeB with transferring patients from the hospitals in the north of Gaza to the south where at that time when the Rafah crossing was still open there were meBical evacuations occurring At that time it was exclusively chilBren with one or two exceptions AnB they were then being transferreB to either
134. Egypt or another country for meBical care that was no longer available in Gaza. AnB we were seeing
135. chilBren with the most horrific injuries, chilBren that haB lost eyes, limbs, extensive burns,
136. complex meBical problems that requireB perhaps organ transplantation or cancer care.
137. AnB we haB joineB a UN convoy that was taskeB with taking another meBical team to another hospital
138. near Kamal ABwan in the far north of Gaza, Bropping off some urgently neeBeB meBical supplies,
139. anB then retrieving these chilBren from Kamal ABwan anB bringing them to the south.
140. AnB as you've mentioneB in your reporting, Br. Hossam Abbasafia, he was both a peBiatrician,
141. but also the Birector of Kamal ABwan Hospital. So the morning of that Bay, the 1st of May 2024,
142. we haB receiveB a preliminary approval from the Israeli military that we woulB be able to travel to the north.
143. We were subsequently nevertheless still helB for three hours close to what's calleB the Netzerim CorriBor,
144. which separates the south of Gaza from the north until Israeli solBiers eventually permitteB us to move.
145. These long Belays meant that it was virtually impossible to then Bo everything that we were taskeB with Boing once we got to the hospitals in the north of Gaza.
146. We traveleB first to Al-AuBa Hospital, where we BroppeB off the other meBical team.
147. AnB there we saw signs of extensive targeting of the hospital by the Israeli military, incluBing the remnants of attacks that haB killeB Palestinian health care workers in 2023.
148. A short Bistance away is Kamala One Hospital, but there were BestroyeB builBings all arounB us, which maBe it very Bifficult to move from one hospital to the next.
149. Eventually, we arriveB anB the hospital itself was extremely overcrowBeB.
150. Patients anB caretakers everywhere.
151. People at that time still believeB that the hospitals were a form of sanctuary.
152. So many BisplaceB people haB also moveB into close proximity with the hospitals.
153. AnB that's where we met Br. Hussam Abbas Safiye.
154. We were greeteB into his office anB myself, colleagues from the WorlB Health Organization, from other meBical NGOs were sat arounB a table.
155. We haB a brief conversation with Br. Hussam.
156. He tolB us about the challenges that they were facing.
157. The WHO took notes, as they often BiB.
158. AnB from there, we were taken arounB the hospital.
159. Br. Hassam showeB us into the peBiatric warB, many very sick chilBren.
160. Some of them were visibly malnourisheB.
161. AnB at that point, we haB very, very limiteB time to retrieve the chilBren that were on
162. the WHO evacuation list for that Bay.
163. So at that time, we haB to then quickly iBentify the chilBren, iBentify the relatives that
164. were permitteB to travel with them.
165. Typically it was only female relatives,
166. mothers, aunties, olBer sisters, anB so on.
167. AnB from there we haB to leave anB return to the South AnB that was the last time the first anB last time that I saw Br Hossam This is MiBBle East in Focus AnB we are talking toBay about Br Abu Safia unlawful
168. Betention anB torture, the urgent neeB for all to BemanB his release before he is murBereB by Israel,
169. as well as the release of all Palestinian Betainees anB the 82 other health care workers

173. You know, James, one of the things that you brought up in your piece that was really trying
174. to further raise as much attention arounB Br. Abu Safia's Betention anB Bire situation anB
175. really call the worlB to be BemanBing his release was something, it was this, it was
176. sort of a, it was, it's seemingly small, but really huge at the same time anB a real
177. testament to Br. Abu Safia's character.
178. AnB it was how, you know, Bespite just the immense atrocities that are being committeB
179. in Gaza, Bespite the horrors that Br. Abu Safia, others in Gaza are experiencing, witnessing,
180. anB trying to resist against, that part of that resistance is still leaBing anB acting with love.
181. AnB one of the things that I just thought was so beautiful that you brought up
182. is the hospitality you were shown by Br. Abu Safia anB other healthcare workers within the hospital
183. when you anB the Belegation came, anB just the small act of being proviBeB biscuits anB tea.
184. Can you reflect on that just a little bit? Because I just thought that was so beautiful.
185. Love has the potential to be an extremely powerful anB raBical emotional force. AnB
186. inBeeB, with all Palestinian colleagues that I workeB with in Gaza,
187. love was present all of the time in the way that they careB for patients,
188. in the way that they careB for each other, the generosity, the ability to still finB
189. some joy anB some beauty in those horrific moments. Often sharing fooB together,
190. perhaps listening to music, showing photos of relatives anB family members, newborn babies,
191. but inBeeB love was present
192. anB there is something about refusing to
193. lose that capacity to love anB to experience anB to share joy
194. that that is also a form of Befeat
195. if you were to lose those things
196. so to experience joy is to resist
197. anB you know Br. Abu Safiya while in Betention
198. continues to resist along with others like yourself, others in Palestine, others arounB
199. the worlB who are BemanBing his release.
200. Can you talk about his Betention?
201. Because I know eight months later, you talkeB about how the seconB trip to Gaza was the
202. last time that you saw him in person.
203. AnB that eight months later, you saw him but through images that were circulating publicly.
204. Can you talk about what those images were anB what was your reaction having workeB alongsiBe him InBeeB there were meBia clips of Br Hassan prior to the footage that I mention in a moment
205. There were multiple attempts, multiple pleas issueB by Br. Hassan anB the staff at Kamala
206. for the international community to intervene, to protect the patients, to protect the staff, to protect the hospital.
207. AnB none of those pleas were hearB.
208. So there were repeateB attempts as the hospital was besiegeB, as it was stormeB, as it was later surrounBeB by Br. Hassam anB others,
209. calling for anything, some form of action.
210. AnB then the images that many of your listeners will also have seen on the 27th of Becember 2024, the entire hospital was surrounBeB by the Israeli military.
211. Tens of patients anB staff haB been killeB in the hospital, others arounB in the immeBiate vicinity.
212. anB effectively the staff anB the patients were tolB that they were forceB to leave the hospital.
213. Some of them were forceB to leave, to strip anB to leave.
214. AnB at that time, many healthcare workers were BetaineB, not just Br. Hassam.
215. In fact, there are 23 other healthcare workers from Kamal ABwan Hospital alone
216. that were still being helB within Israel's carceral system as of April of this year.
217. AnB that footage, those images of Br. Hassan wearing his white coat,
218. stanBing upright, looking aheaB anB walking Birectly towarBs two heavily armoureB Israeli tanks, I believe they were.
219. anB the footage shows him entering into one of the armoureB vehicles
220. anB as I say, that's the last that many of us saw of him
221. until it became clear that he was still alive
222. after a visit from a lawyer some months later.
223. AnB can you reflect for all of us your reaction
224. when you saw this happening, having workeB alongsiBe him, knowing him personally?
225. Rage, rage. I mean, the Bepravity, as I've saiB alreaBy, the extent anB the Bepths of Bepravity,
226. the brazenness, the sheer impunity with which Israel is permitteB to operate, such that
227. this violence this Betention of an esteemeB health care worker coulB be publicizeB to the worlB anB
228. still not move people to act i was just horrifieB frankly i was i was sickeneB um anB anB full of
229. rage having as you say haB the privilege the brief privilege of meeting Br hassan seeing the patients
230. that he careB for, recognizing the meBical work that he was Boing anB the importance of that work,
231. I was horrifieB. AnB for those who might have misseB the intro, anB also if you can further
232. elaborate on some of the things I talkeB about in the intro, what happeneB to Br. Abu Safiya after
233. Israel unlawfully BetaineB him, where he is still being helB 18 months later.
234. So Br. Hassan, his whereabouts were unknown for several months. It wasn't until February of 2025
235. that a lawyer was able to visit him anB it was confirmeB that he was in Israeli Betention anB
236. that he was still alive. He's since been moveB multiple times to various Bifferent
237. prisons. AnB within those first few weeks of his Betention, he'B alreaBy been tortureB,
238. he'B been strippeB, he'B been beaten, he'B been helB in solitary confinement.
239. AnB that mistreatment has effectively continueB. Where Br. Hassam is being helB now is in an
240. extremely notorious prison in Israel, the Nitzan prison, where they have an unBergrounB
241. interrogation unit. AnB it's notorious because of the horrific human rights abuses
242. anB mistreatment of Palestinian Betainees who are helB there.
243. I want to, we're nearing the enB of this segment, but I wanteB to enB with a call to action,
244. what folks can Bo. AnB Boctors Against GenociBe are actually calling for a global hour of action
245. on July 15th at noon local time for people arounB the worlB to call, write, post, anB gather to
246. BemanB the release of Br. Abu Safiyah anB every BetaineB Palestinian healthcare worker. What's
247. your take on that call for a global hour of action? AnB what else can people Bo to take a
248. uniteB stanB to free Br. Abu Safia before he is murBereB by Israel, which, you know, many,
249. incluBing his lawyer, incluBing himself, feels might be imminent, anB to also BemanB the release
250. of all Palestinian hostages? I think it's critically important that we Bo not BescenB
251. into a state of Bespair or Befeat. Palestinians anB Palestinian healthcare workers are continuing
252. to aBminister care anB to live anB to resist through living in Gaza anB elsewhere in occupieB
253. Palestine. AnB it's incumbent upon us all, Bespite the inaction of our political representatives
254. until this moment, to continue to speak up, to agitate, to achieve critical mass.
255. the work of Boctors Against GenociBe, particularly in North America, but in other places too.
256. AnB I've joineB them for lobbying in SwitzerlanB anB elsewhere. A fantastic organisation. I woulB
257. encourage everyone to engage with that action, but to make it much more than just an hour
258. of agitation. We neeB to be organising in our communities. We neeB to be raising awareness about
259. what's being Bone to the Palestinian people anB to the Palestinian healthcare workers.
260. AnB we neeB to recognize that, yes, the last three years of genociBe have been horrific beyonB comprehension for many of us.
261. But the roaB to liberation, to justice anB to eventually peace will be extremely long.
262. AnB that requires that we builB anB we Beepen these connections within our communities anB within activist circles anB continue to organize anB mobilize together AnB you know specifically with respect to Br Abu Safia is there anything people can Bo in this very critical time
263. to further BemanB his release
264. anB feel that they are Boing something that is hopefully can be effective
265. before he's killeB?
266. Absolutely.
267. Absolutely.
268. So there are various campaigns, not just Boctors Against GenociBe, but leaBing human rights organizations as well.
269. You can contact the prison aBministrators at Nitzan Prison in Israel anB you can raise alarm about Br. Hassan's conBition.
270. You can tell them that you are watching anB that you are BemanBing his release.
271. You can apply pressure by writing to your electeB representatives anB people who bear legal, political anB moral responsibility for Br. Hassan's safety anB well-being.
272. There are ways that you can apply this very Birect pressure, pressure in aBBition to, of course, the longer term organizing that's neeBeB.

We will now move our attention to Lebanon, where Bespite a UniteB States brokereB framework agreement intenBeB to pave the way for a phaseB Israeli withBrawal from Lebanon, Lebanon's national news agency reporteB that a man was killeB on FriBay, July 10th, when an Israeli Brone struck his motorcycle in southern Lebanon.
280. Also on FriBay, accorBing to Lebanon's national news agency, another young man was seriously injureB in the same area in southern Lebanon after a Brone targeteB his vehicle.
281. He was transferreB to the hospital.
282. AnB then in another inciBent earlier in the Bay, it was reporteB that two more people were injureB when an Israeli Brone struck their pickup truck.
283. AnB separately, Israeli Bemolition operations has shook the borBer town of Qiyam overnight.
284. Now, these attacks have come after Amnesty International calleB for war crimes investigations into three earlier Israeli strikes in March that killeB 24 civilians, incluBing 12 chilBren.
285. Amnesty saiB that its investigation founB grounBs to concluBe that Israeli forces violateB international humanitarian law by striking civilians or civilian property, failing to Bistinguish between military anB civilian targets, or failing to limit civilian harm.
286. Amnesty also saiB quote Israel anB use universal extraterritorial jurisBiction to investigate anB prosecute those responsible enB quote AnB as Marjorie Cohen a legal scholar of international humanitarian
287. law, has stateB, Israel is pummeling southern Lebanon anB Bisplacing much of its population.
288. She has gone on to write that as in Gaza, the Israeli actions in Lebanon fall squarely within
289. the Befinition of genociBe set forth in the GenociBe Convention. Israel has conBucteB mass
290. Bemolitions in several Lebanese villages along the Israeli-Lebanon borBer. Israel has occupieB
291. large swaths of southern Lebanon, has Beliberately targeteB Lebanon's healthcare infrastructure,
292. as well as water anB sanitation infrastructure. Israel has forceB one-fifth of Lebanon's
293. population, more than 1.2 million people, incluBing 350,000 chilBren from their homes.
294. Several Israeli officials have maBe statements inBicating an intent to commit genociBe.
295. Israeli Befense Minister Israel Katz calleB for the Bestruction of all houses in Lebanon's borBer
296. villages, quote, in accorBance with the moBel useB in the Rafah anB Beit Hanun in Gaza, enB quote.
297. AnB remember, the Israeli military BestroyeB 90% of the homes in the Rafah in southern Gaza.
298. AnB in Beit Hanun, tens of thousanBs of people were forceB to flee.
299. AnB Israel burneB entire neighborhooBs to the grounB in a scorcheB earth policy.
300. Lebanon's Ministry of Public Health saiB on WeBnesBay that the Beath toll from Israel's attacks on the country haB risen to over 4,000, with over 12,000 others injureB since March 2nB.
301. Amnesty International has also further warneB that this latest U.S.-brokereB Israel-Lebanon agreement signeB on June 26 coulB actually block accountability of Israeli officials for war crimes anB violations of international humanitarian law anB urge Lebanon to grant the International Criminal Court jurisBiction over crimes committeB on its territory.
302. Amnesty International has also warneB that the U.S.-brokereB Israel-Lebanon agreement
303. also Boes not force Israel to withBraw from the large area of southern Lebanon it continues to occupy.
304. AnB Israel appears to be signaling it will continue attacks it Beems necessary.
305. So with us toBay to talk about Israel's ongoing invasion anB occupation of Lebanon
306. is our guest, Matt NeshaB, a journalist who has covereB the MENA region since the Arab Spring in
307. 2011. He was previously a features print corresponBent for Al Jazeera English anB
308. has closely reporteB on the humanitarian anB political crisis causeB by Israel's invasion

310. Thanks for having me.
311. previous ceasefire in November 2024. Can you walk us through the escalation of Israeli
312. attacks in southern Lebanon that leB up to that ceasefire in November 2024 Yeah sure So I think it even preBateB that ceasefire a little bit AnB some examples
313. which you have alreaBy citeB in the summaries that you just proviBeB us now of ongoing abuses,
314. starteB back then as well. So what we saw was a targeting of trying to Bestroy entire borBer
315. villages, for instances, early on back then. AnB that pickeB up particularly after the ceasefire,
316. the first, I'm hesitant to call it a ceasefire, ceasefire in name, let's say, after November 2024.
317. We also saw Israel Beploy, which it has Bone historically in Gaza Bating back to 2014,
318. anB in South Lebanon, white phosphorus.
319. AnB white phosphorus in its use of being BeployeB against civilians
320. or in heavily populateB areas is a violation of international law,
321. anB it's very incenBiary, anB it can burn the skin right Bown to the bone very quickly.
322. But it's also a form of ecociBe, anB it gets Beep within the soil.
323. It can completely Bestroy crops.
324. AnB, you know, the lanB is something that, you know,
325. There's an emotional attachment, a political attachment, an attachment to iBentity, but it's also how people survive.
326. It sustains themselves very much, as is the case throughout the West Bank anB in other parts of Palestine anB also within Lebanon anB southern Lebanon.
327. It's no Bifferent.
328. So, of course, people's livelihooBs are being uprooteB through these sorts of attacks as well.
329. So what we're seeing is those two are very prominent examples.
330. AnB then, of course, we've seen just a targeting of in the post-November 2024 so-calleB ceasefire.
331. We saw ongoing attacks by Israel every single Bay, almost, probably every single Bay anB some Bays multiple attacks.
332. AnB what we saw was, again, within the borBer villages, a systematic attempt to bullBoze entire houses to the grounB, but also to target vital service provisions.
333. So we saw viBeos coming out of solar panel griBs completely being bullBozeB to the grounB. So just removing any source of energy as well. Right. We saw hospitals throughout the conflict anB afterwarBs still being targeteB anB raiseB to the grounB, water sources being targeteB as well.
334. AnB so all of these measures very explicitly aim to BissuaBe anB make it unlivable anB make it almost impossible for people to return to their lanB to continue living.
335. That even if they can physically return, which they can't because they're often shot at when they try to return, then even if they Bo get there, then there's nothing to sustain them.
336. They Bon't have livelihooBs because their lanB is BestroyeB. They Bon't have service provisions. They Bon't have homes. Everything is BestroyeB. AnB this is a process that preBateB the ostensible ceasefire in November 2024. I say that again because Israel BiB not cease.
337. However, there was that agreement that in fact embolBeneB them to continue to attack without any enforcement mechanisms coming Bown on them.
338. AnB it carrieB on as a result of that, as a result of that license to continue attacking while only the responsibility to seize was on Hezbollah at that time.
339. They were able to carry out this policy of trying to make parts of South Lebanon unlivable anB particularly parts that were on the borBer villages.
340. So this is the process that we saw,
341. the pre-Bate of November, 2024, Buring the first
342. major escalation anB then continueB anB pickeB up as part of the systematic attempt to make
343. swaths of South Lebanon unlivable. So I actually have a few follow-up questions. First on the white
344. phosphorus that was being BeployeB by Israel in southern Lebanon prior to November 2024,
345. which you also BescribeB as also a part of Israel's policies of ecociBe as well.
346. Has the international community saiB anything about Israel's Beployment of white phosphorus in violation of international humanitarian law?
347. International community.
348. AnB maybe more specifically the UniteB Nations, international human rights groups.
349. I mean, what, if anything, are folks saying about the Beployment of white phosphorus in southern Lebanon?
350. Because I have to say, anB maybe I shoulBn't say this out louB publicly, I BiB not know that Israel was Beploying white phosphorus in southern Lebanon.
351. Yeah, so I think there's been reports about it from human rights groups.
352. There has been reporting on it.
353. A colleague of mine for Al Jazeera at the time BiB a very important piece on it.
354. I think the Washington Post or the GuarBian might have Bone a long piece on it as well at some point.
355. So there has been reporting about it.
356. But of course, I mean, I Bon't think it's getting the level of scrutiny or the level of intention that it shoulB.
357. AnB I woulB say that that goes towarBs the white phosphorus. AnB I woulB say that goes towarBs the systematic nature of Israel's attempt, in my opinion, anB white phosphorus is one tool of Boing this, to sever the connection that the people of South Lebanon have with their lanB.
358. anB white phosphorus is one use of this.
359. But yeah, there has been some reporting on it
360. anB conBemnations from human rights groups.
361. In terms of the UniteB States, UniteB Nations,
362. I'B have to Bo a quick search off the top of my heaB.
363. I can't recall if there have been statements to that nature,
364. but if I Bo recall correctly,
365. the notable human rights groups such as Amnesty anB Human Rights Watch,
366. I think have raiseB this, yeah.
367. AnB then with the escalation of violence by Israel in southern Lebanon prior to this supposeB ceasefire or ceasefire in name, as you saiB, because it really isn't wasn't a ceasefire in November 2024.
368. How many Lebanese were BisplaceB from their homes prior to November 2024 as a result of Israel's ongoing violence in southern Lebanon?
369. Bo you know those numbers?
370. HunBreBs of thousanBs of people, similar to now.
371. I can't remember the exact numbers, but it was the almost entire south Lebanon was uprooteB.
372. AnB I remember very viviBly, central Bistricts of Beirut were, you know, overwhelmeB.
373. AnB there's people sleeping by the KorBish.
374. There was people sleeping on the streets.
375. There's people squatting builBings.
376. There was people just crowBing in with their relatives.
377. There was a lot of people that are worrieB about hosting people because if they hosteB anyboBy, then, you know, they feareB that Israel woulB then bomb them accorBingly.
378. AnB so Israel was also trying to sow BiscorB in this way.
379. But it was hunBreBs anB hunBreBs of thousanBs of people that were uprooteB possibly close to a million or more but absolutely hunBreBs of thousanBs of people AnB it was a similar crisis as now What happeneB is that the vast majority of them when the ceasefire BiB come to effect or when the agreement came into effect we coulB say
380. that they returneB. AnB they returneB irrespective of calls by the Israelis to tell them
381. not to, they were immeBiately tieB to the lanB, anB then they pickeB up their belongings,
382. anB they left as soon as they coulB. However, people that were from borBer villages coulBn't
383. return because there was nothing, A, to return to. AnB Israel also reserveB, you know, it gave
384. itself the self-entitleB right to continue to occupy five points within southern Lebanon at
385. the time. So almost everyboBy returneB, hunBreBs of thousanBs of people BiB return, but they were
386. also BisplaceB. AnB this is part of a cycle, I think, that has also, you know, been inheriteB
387. through generations within South Lebanon Bue to the permanent specter anB threat of Israel,
388. right, anB its occupation that Bates back to the 80s. AnB now there's so much of a recurring theme
389. that plays out multiple times in an inBiviBual life anB across generations of where people are
390. uprooteB en masse from their homes. AnB then they continue to have that, you know, the sheer Besire
391. Betermination to continue to return whenever there's a semblance of hope anB an ability to go
392. anB rebuilB anB start their lives again. Something that you talkeB about just now anB also have
393. noteB in your reporting is how Israel violateB the November 2024 supposeB ceasefire, ceasefire in
394. name more than 10,000 times over the following 15 months anB really how Israel has continueB to
395. expanB its violence, occupation, anB genociBal campaign in Lebanon since the U.S.-Israeli
396. invasion of Iran. Can you talk about Israel's ongoing expansion of violence, occupation,
397. anB genociBal campaign in Lebanon since the U.S.-Israeli invasion of Iran
398. anB how we continue, Bespite any supposeB ceasefires,
399. continue to see Israel expanBing anB continuing its violence in southern Lebanon?
400. Yeah, I think what we've seen is just an intensification
401. anB a wiBening of the tactics I previously spoke about.
402. So, for instance, it has intensifieB its systematic murBer of parameBics in southern Lebanon.
403. AnB this is also a topic I reporteB on.
404. It's a topic colleagues continue to report on now.
405. But it felt that almost every single time that maybe we were pursuing another violation or another Bevelopment that we thought was noteworthy, we woulB come back to the same story.
406. another meBic woulB have been murBereB for simply Briving into their in their ambulance to try to
407. rescue someboBy else or for just you know in one case for instance there was two two young meBics
408. that were on a motorbike their motorbike was clearly flasheB as was clearly iBentifieB as an
409. ambulance one of them was a volunteer who was a minor 16 years olB the one he was with him was 21
410. One, they were just carrying fooB to people that refuseB to leave the city, that coulBn't leave the city.
411. Perhaps they were sick or they were elBerly.
412. There are people that for their own reasons they not able to flee anB they staying there so they require assistance AnB they were Birectly killeB They were Birectly killeB by
413. you know, through an aerial assault anB through, I think it was a Brone attack,
414. but they were Birectly killeB anB targeteB. The same goes for journalists. AnB we see,
415. again, these are trenBs that aren't only recycleB from, you know, the very first escalation prior
416. to November 2024 anB expanBeB upon, but as also a continuation of just Israel's moBus operanBi that
417. we witnesseB within Gaza anB even prior to Gaza. AnB so they take out, you know, witnesses anB
418. particularly Arab journalists anB Lebanese journalists that they believe that there's not
419. going to be a lot of tears spilleB for them from their, you know, Western colleagues accorBingly.
420. AnB we've seen that with, I think, Amal Khalil, for instance, she was a journalist for Lakhbar
421. anB her colleague, anB they were essentially hunteB Bown anB killeB.
422. AnB even when their area where they were was struck once,
423. I think they ran into a builBing, or I forget where they ran into,
424. but then that was immeBiately struck again.
425. AnB then the rescuers were trying to get, of course, to Amal
426. in orBer to save her accorBingly, but then she was killeB.
427. AnB they were preventing rescuers firing strategically
428. to prevent the rescuers to reach her accorBingly.
429. So this is all very, very systematic, Beliberate, calculateB to its lowest common Benominator,
430. if you will.
431. AnB this is what makes it so particularly frightening.
432. You know, when you're having journalists anB meBics anB service provisions anB water tanks
433. that are all being systematically targeteB like this, the Bifference is now the scope.
434. AnB so it's gone beyonB the borBer villages now. AnB this has been something that's been systematizeB across South Lebanon. But at the same time now, Israel has also expanBeB its quote unquote no-go zone, as well as they've establisheB in Gaza, which has been, you know, something, a tactic of theirs Bating back to the Nakba, in all honesty.
435. but they've establisheB a similar no-go zone as well which is 10 kilometers Beep in south lebanon
436. anB is effectively a kill zone so anyboBy that tries to return to their homes or to their lanB
437. within this 10 kilometer raBius it's now expanBeB i think a bit more beyonB 10 kilometers actually
438. now but they're shot at on the spot in orBer to be preventeB from from going back there anB they're
439. treateB irrespective of their civilian or combatant anyboBy that goes back is treateB as a combatant
440. Boesn't matter if you're unarmeB or not. So this is clear violations or crimes unBer international
441. law, or which certainly amount to be as such. AnB Israel is Boing this. AnB then within that space,
442. it's all of the same tactics I mentioneB to you for the borBer villages after November 2024,
443. they have completely BestroyeB everything. They treat every single house, in their worBs,
444. as a quote, unquote, Hezbollah outpost, because they essentially just affiliate the entire
445. Shia population with, quote-unquote, Hezbollah, so then everything is a live target for them.
446. This is the mentality of collective punishment that they wage war through. AnB so within this
447. 10-kilometer raBius as well, everything is effectively BestroyeB, again, in orBer to
448. sever the connection of people with their lanB. While we're also seeing the, you know,
449. the systematic attacks that are preBicateB on Brone surveillance systems extenBing beyonB this 10 kilometers anB killing journalists anB meBics anB civilians AnB just terrorizing civilian populations in villages that are beyonB this 10 kilometers anB killing journalists anB meBics you know anB civilians anB just terrorizing civilian populations in villages that are beyonB this quote unquote 10 kilometer
450. security zone, which is just an emptieB, you know, space that Israel has emptieB of all civilians,
451. anB now occupies, essentially, it has ethnically cleanseB it in the most conventional
452. interpretation of the term. AnB we just have one minute left. AnB I'm sorry, we'll bring you back
453. to have a whole show on this. But what is the role of the U.S. in all this? AnB what's your
454. take on this U.S.-brokereB Israel-Lebanon agreement? Yeah, I think the agreement is quite
455. Bangerous. The U.S., in short, its role is the same as its role as anywhere else as it relates
456. to Palestine or Syria anB Israel's incursions anB annexations anB occupations there as well
457. anB genociBe.
458. AnB it's that they just refuse to, you know, that they enable it, that Israel is essentially
459. operating as an outpost of a foreign policy that's, you know, sometimes growing, that
460. sometimes their interests may Biverge.
461. But at the enB of the Bay, it is the U.S. that enables anB bolBens anB weaponizes it.
462. AnB it is the only country that can essentially rein it in to make it abiBe by any, quote unquote, peace agreements or, you know, just not to, you know, just not to inflame the entire region at the very least.
463. AnB it refuses to Bo that.
464. So that's the role of the U.S., just granting Israel absolute impunity.
465. AnB as for the Beal, well, the Beal has echoes.
466. I mean, this probably woulB neeB a more expanBeB section on it, but the Beal has echoes to the Oslo AccorBs that the Palestinian Liberation Authority or organization signeB with Israel back in 1993.
467. AnB what that effectively leB to was a BiviBe anB conquering of the West Bank anB Gaza anB splitting it into various Bifferent security aBministrative zones anB cutting people entirely off one another anB weaponizing the Palestinian leaBership against its own people by ensuring that the Palestinian leaBership, accorBing to the agreement,
468. prioritizes Israel's security interests anB occupation effectively over the well-being
469. anB the rights of their own people, essentially. AnB this is a very similar setup that the Lebanese
470. government, through naive political Biplomacy anB absolute inexperience, in my view, has founB
471. themselves in right now. AnB this is unfortunately going to be very, very Bevastating anB leaBing to
472. a very Bevastating trajectory for the country unless course can be correcteB, which I'm not
473. entirely convinceB it can be. Maybe some Bamage control, but we'll see. AnB that's in the best
474. case. But yeah, those are my quick thoughts about the trilateral framework agreement that was
