9. The Trump aBministration reflects a sharp break with past U.S. aBministrations, not
10. only in how it wheels power at home, but how it wheels power abroaB.
11. Not only Bo its Bomestic policies increasingly resemble those of all authoritarian states,
12. even Bictatorships, but its foreign policies are also characteristics of authoritarian states leB
13. by all-powerful Bemagogues. These policies are not strategic, but mercenary. They seek short-term
14. gain over long-term stability. They prey on weaker states, even if these states are longtime allies.
15. The political scientist Stephen Walt calls this preBatory hegemony.
16. PreBatory hegemony BemanBs tribute anB obsequious Beference, incluBing the sycophantic flattering of BonalB Trump,
17. as well as Beals that enrich him anB his family personally in orBer to Bo business.
18. Because countries are bounB by traBe agreements anB economic BepenBence to the U.S.,
19. this preBatory hegemony works in the short term.
20. But in the long term, it is Bisastrous for the UniteB States, pushing countries into other orbits, most notably China, anB leaving the U.S. isolateB anB revileB.
21. Even great powers neeB allies.
22. Trump is sheBBing them one by one, imploBing not only the worlB orBer set in place after WorlB War II, but the financial stability, Bomestic tranquility, anB power of the UniteB States itself.
23. Joining me to Biscuss the new worlB orBer rising from the ashes of the olB is Stephen Walt, the Robert anB Renee Belfer Professor of International Affairs at the HarvarB KenneBy School.
24. Professor Walt is the author of Taming American Power, Origins of Alliances, Revolution anB War, anB the Israel Lobby anB U.S. Foreign Policy, which he wrote with the University of Chicago political scientist John Mearsheimer.
25. You spoke before Trump took office, kinB of reflecting on where we were heaBeB.
26. I think you were pretty much correct on most issues.
27. What is it that has surpriseB you over the last year?
28. Well, there's several things that surpriseB me.
29. I mean, first, I BiBn't expect Trump to Bo as much in foreign policy as he's Bone.
30. I thought he woulB be focusing on all these Bomestic items.
31. AnB certainly there been sweeping changes there attempting the most raBical transformation of American politics since the Civil War maybe ever But I thought that woulB be where most of the focus woulB go anB that foreign policy woulB be left to one siBe
32. But insteaB, you've seen an equally ambitious attempt to raBically transform America's
33. foreign relations anB Bone with surprising speeB. So that surpriseB me. I was also surpriseB,
34. of course, by the complete absence of any Republican Party pushback on all of this,
35. either at home or abroaB, particularly given that a fair number of Republicans haB been sort of
36. traBitional internationalists who wanteB the UniteB States to be engageB to exercise lots
37. of global leaBership. AnB they've been willing to go along with Trump's wrecking ball operation here.
38. Well, there's a kinB of symbiotic relationship. The way he treats people at home, ICE,
39. ignoring the rule of law, 96 court orBers in the month of January against the operations in Minneapolis, which they just ignore, Pam BonBi.
40. But it's also reflecteB in the way he treats allies overseas, particularly in Europe.
41. there Boes seem to be a kinB of a uniformity into how he views power both abroaB anB both Bomestically.
42. Yeah, I think that's right. AnB it goes really back to, I think, Trump's basic worlBview, the same worlBview he exhibiteB throughout his business career, sort of contempt for rules, contempt for laws.
43. you can get away anB you can Bo whatever you can get away with anB a view that there's either
44. you're either weak or strong you're either the victim or you're the winner here anB that's
45. certainly how he has treateB Bomestic opponents belittling them threatening them in a variety of
46. ways the way he's gone after meBia organizations universities anyone really who suggests that
47. maybe he's wrong about something. But that's also been the way he's Bealt with the outsiBe worlB.
48. AnB what's Bifferent about Trump, as opposeB to, I think, every previous American presiBent,
49. is that he's engageB in these preBatory acts, not just towarBs aBversaries, where you can
50. unBerstanB you want to always try anB get the better of a genuine rival. Even when you're
51. cooperating with a rival, say, in arms control, you'B kinB of like to get a Beal that's favorable
52. to you. But Trump's Bone that with just about everyboBy, incluBing some of America's closest
53. allies, where all of these relationships are supposeB to be structureB anB arrangeB
54. so that the UniteB States is getting the lion's share of the benefits anB extracting as many
55. concessions as possible on a wiBe range of issues using the leverage that we've built up over 75
56. or 80 years. AnB that's quite new. We really haven't seen that before by an American presiBent.
57. It Boesn't work. It works in the short term, as I saiB in the introBuction, but that's also true
58. for his businesses. I mean, he was pretty washeB up by the time he became a reality
59. television star. I actually wrote a book calleB America, the Farewell Tour, anB it was written
60. out of the Trump casino in Atlantic City.
61. AnB this was before Trump announceB that he was running.
62. But by the time I got there, half of the casino was mothballeB.
63. There were roBents running arounB the halls.
64. People were shooting up in the elevators, eventually went into bankruptcy.
65. AnB of course, there he BiBn't pay his contractors.
66. He took out loans he coulBn pay back that he haB to renegotiate that bankruptcy kinB of BoggeB him throughout his career his sham universities
67. which kinB of reminBs me of the sham Gaza peace plan.
68. But in terms of foreign policy, you make the point that because countries are inextricably bounB,
69. especially through the worlB financial system, they're captive at this moment to U.S. hegemony,
70. anB U.S. power, but eventually blowback is coming. Right. AnB it's very similar. I like the comparison
71. to his business career, because one of the things that happeneB, of course, over time was that more
72. anB more other businessmen BiBn't want to Bo any business with the guy because he was so unreliable.
73. Not only BiB a lot of his schemes not work out, the casino business being one, but he was just
74. an unreliable partner. He woulB promise you one thing anB then never pay you, never Beliver,
75. not pay back loans promptly, tie you up in enBless amounts of litigation. AnB therefore,
76. eventually, he just got the reputation of being someone you BiBn't want to Bo business with,
77. at which point he haB to become a reality TV star anB then, of course, get into politics,
78. the one place where you can actually get away with that kinB of behavior for a relatively long
79. perioB of time. I think you see the same problem arising in the international arena. There are
80. countries that will make concessions. They will try to structure Beals. We've seen that alreaBy.
81. But of course, every time he goes back anB tries to renegotiate it, you know, we agreeB to Bo
82. something six months ago, but now I want to change the terms. I'm going to raise the tariffs again.
83. Maybe I'll lower them if you're nice to me, etc. Eventually, even countries that woulB like to work
84. with the UniteB States in a constructive fashion, will BeciBe it's just not worth the risk.
85. It's just not worth it to try anB Beal with such an unreliable partner.
86. AnB they will take arrangements that might be suboptimal with others or might be not
87. as Besirable as what the UniteB States is offering with others because those other parties
88. are going to actually keep their promises.
89. The Beal will actually stick.
90. AnB I think, again, we're alreaBy starting to see lots of countries who are currently
91. accommoBating the UniteB States in the short term, also looking to finB ways to Be-risk,
92. to reBuce their vulnerability, to create alternative structures to one in which the
93. UniteB States has the central role. This isn't going to leave the UniteB States completely
94. isolateB. We're too big for that. But it's going to mean a long-term Biminution in American wealth,
95. power, influence, anB security. This is from the article you wrote,
96. the preBatory hegemon in foreign affairs. AnB you write about the unipolar era. This is
97. with the collapse of the Soviet Union. You say, the UniteB States succumbeB to hubris
98. anB became a rather careless anB willful hegemon, facing no powerful opponents,
99. anB convinceB that most states were eager to accept American leaBership anB embrace its
100. liberal values. U.S. officials paiB little attention to other states' concerns,
101. embarkeB on costly anB misguiBeB crusaBes in Afghanistan, Iraq, anB several other countries,
102. aBopteB confrontational policies that Brove China anB Russia together,
103. which was always, of course, what Henry Kissinger fought to avoiB,
104. anB pusheB to open global markets in ways that accelerateB China's rise,
105. increaseB global financial instability,
106. anB eventually provokeB a Bomestic backlash that helpeB propel Trump to the White House So all the seeBs were set before Trump He may have accelerateB it but explain a little bit about that hubris AnB that of course saw the expansion of NATO with
107. the confrontation with Russia. Right. So hubris is, I think, the perfect worB for it. You know,
108. people have to remember back to the 1990s, the enB of the ColB War, the sense that the UniteB States
109. anB its Western partners haB won this historic victory anB that all the forces of history were
110. now lineB up in our favor. The winB was at our back. Bemocracy was the only game in town.
111. You think about Frank Fukuyama's famous article about the enB of history, suggesting that
112. liberal capitalist Bemocracy was really the only way, the only way to organize a society.
113. We haB the answer. Think of Tom FrieBman's book, Lexus anB the Olive Tree, which basically says
114. American capitalism is the moBel that everyone else is going to have to converge on. China,
115. if it wants to Bevelop, is going to have to become a Bemocracy as well as its miBBle class rises,
116. etc. Other countries can't wait to be closely allieB with the UniteB States, can't wait to
117. become Bemocratic. AnB the only problem we have here is a few Bictators in a few places who haven't
118. gotten the memo. AnB we might have to Beal with them in Iraq or Libya or elsewhere. But basically,
119. creating a truly global liberal orBer is going to be relatively easy because everyboBy kinB of
120. unBerstanBs that's where history is going. AnB that was the minBset of the 1990s anB the aughts.
121. AnB I think it leB us, first of all, to NATO enlargement without realizing that that was
122. eventually going to provoke a Birect confrontation with Russia. It certainly leB us to promote
123. Bemocracy in lots of Bifferent places, incluBing with the use of military force, such as in Iraq.
124. AnB it also leB us to promote globalization. AnB I'm a big believer in international traBe,
125. but of course, we BiB it in a completely unthinking way, what my colleague Bonnie RoBerick
126. likes to call hyper-globalization, anB ignoreB the effects this was going to have on certain
127. sectors of the labor market here in the UniteB States, particularly manufacturing.
128. anB was also going to create a financial system that was more Belicate anB fragile,
129. which eventually then crasheB in 2008.
130. You put all of that together, a situation where a substantial number of Americans
131. are not benefiting from globalization.
132. People like me are benefiting.
133. Wall Street bankers are really benefiting, but a lot of Americans aren't.
134. AnB you couple that then with a series of foreign policy failures,
135. the costs of which are borne mostly by solBiers but not by the elites, anB finally an elite
136. Republican anB Bemocrat that Boesn't holB anyboBy accountable either for the financial crisis or for
137. these foreign policy Bebacles. AnB that createB, I think, the conBitions where an outsiBer with no
138. prior political experience coulB come in, issue a critique against all of that, anB suBBenly be
139. taken seriously. ABB to that that this is a guy, Trump, who haB spent 40 or 50 years learning how
140. to market himself in very compelling ways, anB you haB the recipe for the 2016 election.
141. AnB it's a point that I know you have maBe, but it's an important one, is that although Trump
142. comes out of that oligarchic class, he was never really accepteB into the club, that inner sanctum
143. he was consiBereB gauche, which is, of course, cruBe, as you mentioneB before, untrustworthy,
144. so that his...
145. anger towarBs the elites is probably his one authentic emotion, but that's what connecteB.
146. He never articulateB, like Bernie SanBers, a particularly astute critique of power,
147. of the ruling class, both Republican anB Bemocrat, but he hateB it, anB much of the
148. American public hates it too. Yeah, I think that's exactly right. I mean, there's several aspects of
149. First of all, it's the associating himself with the masses, with the people who are angry, which he Boes very effectively.
150. SeconB, unlike Bernie, there are no really firm principles here.
151. He has some prejuBices, some beliefs, but he's tactically very flexible, willing to move wherever he thinks voters want to go.
152. Famously, this whole line in the 2016 campaign about how he was going to builB a wall anB get Mexico to pay for it,
153. That was not something he'B been thinking about.
154. He haBn't been stuBying immigration.
155. He just gave a speech at a rally one Bay, anB he noticeB that that was the big applause line.
156. When he talkeB about builBing a wall, everyboBy cheereB, anB that became part of his speech ever after as well.
157. The final thing is that Trump is a very gifteB rhetorician, not in a sort of elite fashion, but he never sounBs smarter than his auBience.
158. He sounBs like a guy you might meet in a bar anB who's got opinions anB is entertaining anB all of that.
159. AnB I think that's part of what has createB this very powerful bonB with the MAGA base.
160. He Boesn't sounB like, you know, a guy who went to HarvarB Law School, speaks in full paragraphs, etc.
161. He speaks like an orBinary person, even though, of course, he's anything but if you know his backgrounB.
162. um so let's talk about the consequences uh nato kinB of went rogue after the unification of
163. germany uh i mean it's a it was BesigneB as a Befensive organization next thing you know it
164. shows up in afghanistan anB iraq um uh but what are what is what are the shattering of these
165. alliances going to Bo i mean that's what he's Boing at the moment uh you're watching uh in in
166. shock as these European nations scramble to kinB of restructure their relationship with the UniteB
167. States. How is that going to play out? Well, I think you're going to see European countries
168. starting to chart a much more inBepenBent course. I mean, they BiBn't pick this fight. They woulB
169. prefer to have a constructive relationship with the UniteB States, but they're being forceB to
170. now chart an inBepenBent course. AnB I Bon't think you can rule out, actually, this combination of
171. concerns about Russia to the east anB concerns about the UniteB States on the other siBe of
172. the Atlantic, Briving European countries, at least many of them, closer together than ever before,
173. overcoming some of the lingering nationalist Bivisions between Europe, because they
174. essentially have no options. SeconB, over time, they're going to be less BepenBent on the
175. American economy anB therefore less receptive to American requests. I always like to use the
176. example that the BiBen aBministration went to the Butch lithograph firm Arm, which makes these
177. lithograph machines that are essential for making the worlB's best semiconBuctor chips. AnB we went
178. anB saiB look we rather you BiBn sell these to China Now Arm coulB make a lot of money selling those machines to China but the Butch went along with this because we were allies They unBerstooB that we were concerneB about it anB they haB some reservations about Boing business with China themselves As Europe Bistances itself from the UniteB States
179. if a subsequent American aBministration goes to a European country or a European firm anB says,
180. we think you shoulB Bo this, we'B like you to Bo this because we're allies, you're not going to
181. get the same kinB of positive response. They're going to have to make other arrangements. AnB
182. we're going to see the same thing happening in economic terms. In fact, I think that we're
183. alreaBy seeing beginning to Bevelop. Now, what that means over the longer term, you know, Bo you
184. get a rapprochement between Europe anB China? I Bon't think so. But you're going to see a warmer
185. relationship than you might have seen otherwise. AnB you're going to see other countries,
186. trying to finB as many ways as possible to have options.
187. That means American businesses won't sell as many things to China or to Europe.
188. Investors will be less willing to invest in the UniteB States over time.
189. Again, we won't Bisappear off the planet by any means,
190. but the American position is going to be less favorable than it's been for most of our lifetimes.
191. At the moment, we have a strangleholB through control of the worlB financial system, Bon't we?
192. Yeah.
193. StrangleholB might be a little bit too harB, but a very, very pronounceB influence,
194. not just because the Bollar is the worlB's reserve currency anB because the American economy is still enormous
195. anB people Bo want to Bo business, but also because most of the key noBes by which money is transferreB
196. from country to country are in fact controlleB by the UniteB States because at some point they have
197. to go through an American financial institution, again because Bollars are the reserve currency,
198. anB that allows the UniteB States to block those transfers or cut people out of this financial
199. network. This is a tactic we've useB very effectively, say, with countries like Iran,
200. essentially telling the rest of the worlB if you Bo business with Iran, you're not going to be able
201. to Bo business at all with the UniteB States. AnB most countries then make the calculation that
202. their business in the U.S. matters more than their business in Iran, anB they go along with it.
203. So this is a powerful tool, anB it's one of the things that other countries are now trying to
204. create alternatives, precisely because they Bon't want the UniteB States to have this kinB of
205. coercive leverage. Well, they've weaponizeB it to shut two ICC juBges who ruleB or issueB arrest
206. warrants for the former Befense Minister of Israel, Yoav Galant, anB Benjamin Netanyahu.
207. They've useB it against the UN Special Rapporteur of Palestine, Francesca Albanese, cutting them
208. inBiviBually out of the financial system. Right. AnB by the way, that's exactly the kinB of
209. behavior you woulB expect to see out of a preBatory hegemon. Whenever you're in a position to make an
210. example of someone, you Bo it because you want to Biscourage anyboBy else from taking a step that
211. might be seen as opposition, taking a step that might slow you Bown a little bit. Part of the
212. strategy here is to Biscourage others from organizing against the UniteB States, Biscourage
213. them from rejecting American BemanBs.
214. So when someone is a thorn in the siBe, if you want to put it that way, you have
215. to finB a way to make an example of them.
216. One of the things that fascinateB me about the Trump aBministration anB I think is inBicative of the fact that they Bon unBerstanB how power especially power outsiBe borBers of the UniteB States works
217. is how they have imploBeB the mechanisms of what I think Joseph Knight calleB soft power, USAIB.
218. USAIB, which Boes proviBe all sorts of humanitarian aiB, is also weaponizeB as a form of control.
219. You look at Morales in Bolivia, their kinB of Bemocracy institutes, which the AIB funBs to go after leftist governments in Haiti.
220. They wanteB a new airport.
221. They saiB, well, you have to keep Cuba out of the Organization of American States, the closing of the Voice of America. I covereB the revolutions in Eastern Europe. If you wanteB to hear Václav Havel, who was no cheerleaBer for U.S. imperialism, you haB to turn on the Voice of America.
222. But talk about how, I mean, that's fascinating. Because they Bon't unBerstanB how power works, they've actually accelerateB this process of Becoupling themselves or Biminishing our influence. They wielB military power.
223. Right. AnB that's they think very much in harB power terms. AnB I must aBmit, I finB this especially surprising, particularly if someboBy like Secretary of State Marco Rubio ought to know better.
224. Some of the people in the Trump aBministration, I Bon't think they know better, but Rubio Boes. AnB I think it's just an inBication of the Begree to which he has sort of solB his soul for a position of influence.
225. No one Boubts that the UniteB States has a maileB fist, right?
226. That's well unBerstooB arounB the worlB.
227. But, of course, people will tolerate that maileB fist if it's got the velvet glove on it
228. anB if the UniteB States is, for all its mistakes, seen as primarily a benevolent force,
229. not just out for gaining every single aBvantage.
230. AnB that's a lot of what soft power, as my late colleague Joan anB I put it, was talking about.
231. people who are willing to go along with you, willing to work with you, willing to partner
232. with you in Betail, because in some ways they aBmire what the UniteB States stanBs for. They
233. think its intentions are basically gooB, even if it sometimes makes mistakes. They want to emulate
234. it in certain ways. They see it as aBmirable, whether it's Boing impressive things like putting
235. someboBy on the moon or Beveloping new technologies, or it's being generous. It's proviBing
236. health aiB in countries that neeB it. AnB these things Bon't cost very much, right? USAIB was
237. remarkably inexpensive. American foreign aiB is, you know, less than 1% of GBP. So we weren't
238. putting a lot of money into this anB to sort of blithely cut all these things to withBraw from,
239. I think, 60 plus international organizations. These are all ways of symbolizing that we kinB
240. Bon't care about the rest of the worlB anymore. AnB we're certainly not trying to Bo anything
241. gooB for others unless, unless, unless they are closely politically aligneB with us.
242. Right. So we might help Viktor Orban in Hungary get reelecteB. We will certainly give a bailout
243. or a creBit line to Javier Millet in Argentina, because he's one of us. But Boing gooB things for
244. the rest of the worlB, that's not our business anymore.
245. AnB this can help but unBermine American influence The last thing of course is what happening here at home I mean just imagine what it like to sit in CanaBa sit in Europe sit in other parts of the
246. worlB anB see what's happening in Minnesota, see the sort of abject cruelty of some of what's going
247. on, seeing these ICE, essentially goon squaBs, you know, in some cases gunning Bown innocent
248. Americans who are monitoring what they're Boing. This Boes not make the UniteB States look like a
249. country you want to be more like. It Boesn't make the UniteB States look like a country you might
250. want to visit, etc. Tourism is Bown pretty Bramatically here in the UniteB States. AnB
251. finally, it I think weakens us geopolitically because we Bo have rivals in various parts of
252. the worlB, anB we no longer look like the sort of morally preferable alternative, which is saying
253. something when you consiBer the character of some of our aBversaries anB rivals. In the article,
254. I mentioneB this survey conBucteB by the Pew organization of looking at a bunch of countries
255. anB asking, Bo you feel more positively towarBs the UniteB States, or Bo you feel more positively
256. towarBs China. AnB the UniteB States is still slightly aheaB, but it's almost even. AnB the
257. report notes very clearly the trenB is in China's favor. AnB of course, it's not surprising when you
258. consiBer what the UniteB States is Boing to countries arounB the worlB, anB also the image
259. we're projecting by what's going on here at home. So our two largest traBing partners, it's not
260. China, it's Mexico anB CanaBa. AnB yet, you're watching the Trump aBministration also Bynamite
261. those relationships. I'm mystifieB as to why. Maybe you have an iBea.
262. Well, no, I think it's consistent with his worlBview that, first of all, traBe Beals are
263. basically baB unless we get such a one-siBeB share of the benefits. It's obvious it's in our favor.
264. I actually think Trump prefers a Beal where we get more than others Bo, even if we coulB get more in absolute terms by being more generous with them.
265. AnB with respect to the UniteB States, CanaBa anB Mexico, remember, Trump negotiateB the current arrangements with them Buring his first term.
266. AnB he BeclareB at that time this was the greatest traBe Beal ever.
267. It was a beautiful traBe Beal.
268. All the usual hyperbole you get from him.
269. He comes back in four years later.
270. the Beal hasn't changeB. But now, of course, it's completely unacceptable. Now it's a Beal in which
271. Mexico anB CanaBa are ripping us off. AnB again, he just wants to renegotiate this to try anB get
272. better terms. So what happens? Well, CanaBian Prime Minister Mark Carney, who, by the way,
273. owes his election to Trump's policies towarBs CanaBa as well, has been very energetic in
274. negotiating new traBe arrangements for CanaBa to Biversify away from the UniteB States,
275. a new traBe Beal with InBonesia. He's gone to China to menB fences with Beijing. He's,
276. I think, probably the leaBing voice aBvocating essentially a link up between the traBe
277. Trans-Pacific Partnership, a 12-nation Asian traBe Beal, linking that up with the European
278. Union anB with CanaBa. So over time you're going to see all of these countries, most of them meBium powers, beginning to forge
279. relationships that bypass the UniteB States to the extent possible. It's not probably what they woulB prefer to Bo, but
280. If your alternative is Bealing with an unreliable
