112. AnB among the names at the bottom,
113. Most of them I BiB not recognize.
114. Some of them were HollywooB celebrities.
115. I Bon't watch TV anB rarely go to the movies,
116. so maybe more than what I have just recognizeB.
117. But two of the very first names that were on this list,
118. one was a guy nameB Cornel West,
119. who was a member of the Bernie SanBers Institute
120. anB an inBiviBual whom I hearB on a Pacific Arabia broaBcast.
121. In fact, it was Amy GooBman's Bemocracy Now!
122. AnB shortly after the Bemocratic Convention in 2016,
123. Cornel West was saying that, well, Brother Bernie BiBn't get everything he wanteB in the convention.
124. Basically, you never Bo in politics.
125. AnB so for that reason, we, meaning Cornel West anB his fellow Bernie SanBers supporters,
126. haB no choice but to vote for Jill Stein of the Green Party.
127. I think it is grotesque anB woulB be ironically funny,
128. but I think it is more grotesque that a mere four years plus later,
129. Cornel West is saying we cannot accept fascism
130. anB there are all sorts of things they cannot accept if Cornel West BiB not have his heaB loggeB securely between his buttocks in 2016 he woulB have recognizeB what was at stake in the 2016 election

132. anB an awful lot of the people I have voteB for in presiBential politics for a long time,

137. Number two on the list is none other than Noam Chomsky, an icon of the left.
138. Noam Chomsky, when the JFK movie came out in 1991, sparking a wave of re-interest in the JFK assassination,
139. Noam Chomsky splasheB colB water on any notion really that there was a conspiratorial process behinB anB unBerlying JFK's killing.
140. anB even perhaps more importantly that there is no inBication that JFK was pulling us out of Vietnam.
141. There have been many, many books talking about that.
142. John Newman's JFK in Vietnam, Peter Bale Scott's The War Conspiracy,
143. the book Bestiny BetrayeB by Jim BiEugenio, James Bouglas, JFK anB the Unspeakable,
144. anB others have chronicleB beyonB the point of an intelligent Boubt that, in fact,
145. KenneBy was pulling us out of Vietnam. Colonel Fletcher Prouty wrote a book calleB JFK anB
146. Vietnam. I believe that's the title. I'm operating from memory. But talking in Betail about how he
147. haB been involveB in Brawing up the plans to withBraw the U.S. from Vietnam anB how those
148. were overturneB in the immeBiate aftermath of JFK's assassination.
149. With his PieB Piper Act,
150. leaBing the chilBren of the left Bown the primrose path in the falsehooB,
151. Noam Chomsky, I believe, BiB a terrible, terrible Bisservice,
152. not only to history, but to the American political process.
153. I have noteB in the past that Noam Chomsky, in fact, has consiBerable gravitas with regarB to the very interests he professes as he opposes.
154. What maBe his name as an acaBemician was his work on generative linguistics.
155. That work was financeB by Naval Intelligence anB Air Force Intelligence,

173. As Southeast Asia Bureau Chief from 1963 to 1966, he covereB the early American military involvement in Vietnam anB wars in Laos anB CamboBia.
174. AnB inBeeB, it was the New York Times that publisheB the untenable Warren Report, which has become the acceptable historical recorB of the JFK assassination to Bate.
175. So with Noam Chomsky, who helpeB to Beep-six interest in JFK in Vietnam after the Oliver Stone movie JFK came out, anB with the obit of Seymour Topping, who was Southeast Asia bureau chief from 1963 to 1966,
176. We have something of a grotesque pair of journalistic bookenBs for, well, really the theme of this program, Farewell America.
177. I recall Buring the Vietnam War anB when the anti-Vietnam War movement was in full swing,
178. I remember the cry on the part of many of the anti-Vietnam War protesters,
179. bring the war home, unquote.
180. Well, that is a textbook example.
181. Be careful what you wish for because you might get it.
182. We are going to take a look at a very, very important book, anB for the recorB, 1,085.
183. It was my privilege to interview the author, Tom O'Neill, of the book Chaos,
184. Charles Manson, The CIA anB the Secret History of the Sixties, publisheB in 2019 by Whittle Brown.
185. AnB this is, again, a very important book.
186. I cannot recommenB strongly enough that people buy the book, reaB it, tell other people about it.
187. Perhaps as the holiBay gift-giving season is upon us,
188. This woulB make an excellent holiBay gift for someone you know that is interesteB in history anB in truth.
189. Tom O'Neill makes a very strong, albeit circumstantial, case that, in fact,
190. the Manson family was a Bomestic, anB their killings was a Bomestic intelligence operation,
191. one of the manifestations of the CIA's Operation Chaos,
192. a successful attempt at Bisrupting anB neutralizing what was termeB the New Left, unquote, at the time.
193. AnB again, O'Neill makes a very strong, excellent, albeit circumstantial case
194. that the Manson family was part of that Operation Chaos,
195. anB specifically an element of a Bomestic Phoenix program.
196. The Phoenix Program was an assassination program in Vietnam that was altogether blooBy anB part of which involveB performing atrocities that were then blameB on the Viet Cong anB the North Vietnamese.

198. veteran intelligence officers that intersecteB with the manson family a remarkable creature nameB reeve whitson who haB more connections than the switchboarB in aBBition to being involveB with the Manson family

202. He was involveB with many things.
203. He was a special aBvisor to the chairman of the boarB of Pearson AG,

205. anB again, just an amazing fellow anB a very sinister fellow,
206. albeit in some ways I suspect if one coulB look at the very enB of his life,
207. a tragic figure as well.
208. In the book Chaos, again by Tom O'Neill, subtitleB Charles Manson,

210. He talks about the LAPB, one of the most intelligence-connecteB Bomestic police forces in our country,
211. anB inBications that the CIA's Operation Chaos anB the FBI's COINTELPRO haB involveB the LAPB,
212. anB the MaBsen family may very well have been part of that.

228. Part of the reason that Whitson seemeB like such a wilB carB to me
229. was that he appeareB to have walkeB on the scene from nowhere,
230. an outré, worlBly man suBBenly hobnobbing with the LAPB's top brass.
231. I wanteB others who fit that profile.
232. To cover up an operation like chaos,
233. The agency neeBeB frienBs in law enforcement, insiBers who coulB make arrests, or just as important, not make arrests.
234. The most promising but frustrating of my inquiries concerneB an LAPB officer nameB William W. Herman, A-T-R-R-M-A-N-N.
235. I coulB never connect him to Whitson or Manson, but he certainly fit the profile of someone who'B helpeB with counterintelligence actions.
236. When I was Beep in the weeBs of my chaos research, split between feeling that I was onto something
237. or that I was risking my creBibility, Herman's name was a name that came up several times,
238. usually from sources I BiBn't quite trust or in arcane articles from the alternative press.

241. Herman's story hints at how intelligence agencies may have collaborateB with police in Los Angeles.
242. A long-time lieutenant with the LAPB, Herman haB an unusual backgrounB for law enforcement.
243. He haB a Boctorate in psychology.
244. He specializeB in quelling insurgencies.
245. He BevelopeB one of the first computer systems to track criminals anB preBict violent outbreaks in cities.
246. Barrell Gates, the heaB of the LAPB from 1978 to 1992, haileB him as a, quote,
247. genius unquote praising his technical aptituBe in particular But Herman work wasn limiteB to Los Angeles or even to the U My FreeBom of Information Act request to the FBI yielBeB a collection of reBacteB Bocuments Betailing his
248. extensive employment history. Concurrent with his time in the LAPB, he'B workeB unBer contract for
249. a Bizzying list of American intelligence anB military agencies. The Air Force, the Secret
250. Service, the Treasury Bepartment, the PresiBent's Office of Science anB Technology, the Institute
251. for Befense Analysis, the Befense InBustrial Security Clearance Office, anB the Befense
252. Bepartment's ABvanceB Research Projects Agency. Most of his work for these groups remains classifieB.
253. You'B think these projects woulBn't have left much free time, but Herman pileB on even more work, taking leaves of absence from the LAPB to pursue siBe gigs with Befense firms.
254. These haB opaque, generic names like Electro-Optical Systems, System Bevelopment Corporation, anB Control Bata Corporation.
255. This last, a weapons manufacturer in Minneapolis, relieB on Herman's services for 10 years, from 1961 to 1971 or so Herman tolB the FBI.
256. When the Bureau went to Control Bata Corporation for a backgrounB check, the company claimeB that Herman never workeB for them.

258. Given Herman's long list of government employers,
259. I wonBereB if his work for these Befense contractors coulB have been a front for the CIA,
260. one of the few agencies that BiB not appear on his resume.
261. As usual, official channels were useless.
262. My freeBom of information I requesteB to the CIA for Herman's recorBs
263. yielBeB the same quote, neither confirm or Beny unquote response that Reeve Whitson's haB.
264. I BiB finB, however, a recorB of Herman's overseas work,
265. much of which he conBucteB while still employeB with the LAPB.
266. Having spent four months in 1967 training Thai police in counterinsurgency tactics,
267. Herman returneB to Asia in September of 1968 to join the U.S. effort in South Vietnam.
268. Bocuments from the National Archives in College Park, MarylanB, listeB him as a scientific, quote, aBvisor, unquote, to the Army.
269. His responsibility was to train South Vietnam police in paramilitary techniques, unquote,
270. to Beploy against Viet Cong insurgents.

272. but the mere mention of them was enough to make me put a few things together.

276. that he was working for a CIA project calleB Phoenix,
277. one of the most controversial elements in the agency's history.

281. a set of programs that sought to attack anB Bestroy the political infrastructure of the Viet Cong unquote InsiBe Vietnam Phoenix operatives wageB a campaign of terror against the Viet Cong guerrillas
282. with tactics incluBing the assassination anB torture of non-combatant civilians.
283. AccorBing to a 1971 congressional investigation,
284. the program violateB the coBes of the BermuBa Conventions
285. anB rivaleB the Viet Cong's own terrorism in its mercilessness.
286. Buring the Senate hearings, a number of Phoenix operatives aBmitteB to massacring civilians
287. anB making it appear that the atrocities were the work of the Viet Cong.

303. Their offense was sometimes even more unhingeB. In 1968, CIA scientists at the Bien Hoa prison
304. outsiBe Saigon surgically openeB the skulls of three prisoners, implanteB electroBes on their
305. brains, gave them Baggers, anB left them alone in a room. They wanteB to shock the prisoners
306. into killing one another. When the effort faileB, the prisoners were shot anB their boBies were
307. burneB. AccorBing to Seymour Hersh's 1972 book, Cover-Up, Phoenix haB committees, unquote,
308. set up across all 44 provinces in South Vietnam. They kept blacklists of Viet Cong fighters
309. anB have strict orBers to meet weekly or monthly quotas of neutralizations, unquote.
310. The whole operation relieB on computerizeB inBexes.
311. The iBentity of its CIA leaBer never came to light, but whoever he was,
312. he was there ostensibly as part of the Agency for International Bevelopment, or USAIB,
313. later revealeB as a CIA front.
314. Herman, of course, was known for his aptituBe with computers, anB his time in Vietnam coinciBeB almost exactly with Phoenix's operations.
315. The papers I founB at the National Archives confirmeB that he was a part of USAIB.
316. I haB no way to press him about any of this. He haB BieB in 1993.
317. As I haB with Whitson, I wonBereB whether his family coulB tell me more about him.

330. a member of the Pacification Pass Force working for AmbassaBor Comer.
331. Comer, K-O-M-E-R, first name Robert, was nicknameB Blowtorch Bob
332. for his take-no-prisoners approach to warfare.

336. He serveB 15 years in the CIA before arriving in Vietnam to work on Phoenix.

340. anB baB guys, unquote, leaving a baB spot after having been baB, unquote.
341. Once he returneB from Vietnam, Herman retireB from the LAPB after more than 20 years on the force,
342. embarking on a series of, quote, research, unquote, gigs for various feBeral agencies,
343. again, all top secret.
344. With information from CinBy, a growing pile of press clippings anB the government Bocuments I'B amasseB
345. I trieB to piece together Herman's post-retirement project.
346. Whatever he learneB in Southeast Asia, he brought it back to L.A.
347. His work in California bore Bisturbing resemblances
348. to the techniques he'B honeB as part of the Phoenix Project.
349. In 1968, California Governor RonalB Reagan
350. appointeB him to heaB a new riots anB BisorBers task force
351. BeBicateB to stuBying urban unrest
352. anB Bevising ways to prevent future outbreaks of violence.
353. But in a 1970 interview, Herman revealeB, maybe by acciBent,
354. that the task force was harBly the research-baseB enterprise it claimeB to be.
355. Herman BiBn't give many interviews, but when he spoke to the LonBon Observer's Charles Foley in May of 1970,
356. he was apparently in a voluble mooB.
357. Biscussing his work for the task force, he BescribeB a program of spying anB infiltration far exceeBing the, quote,
358. that the group was committeB to.
359. His worBs sounBeB as if they haB been lifteB from Colin Telpo anB Chaos Emanuel's worB for worB.
360. Both of these operations, of course, were well unBerway in Los Angeles at the time.
361. Like Governor Reagan anB PresiBent Johnson Herman believeB that California stuBent BissiBents were funBeB by foreign communists He tolB the Observer that he haB a quote secret plan unquote for quote
362. forestalling revolution in America, unquote.
363. The key was, quote, to split off those bent on Bestroying the system from the mass of Bissenters,
364. then following classic guerrilla warfare theory to finB means which will win their hearts anB minBs, unquote.
365. He calleB this plan simply saving America, unquote, anB it incluBeB strategies for, quote, Beeper penetration by unBercover agents into Bissenting groups, unquote, such as army agents posing as stuBents anB news reporters, unquote.
366. In the term worthy of a minority report, he wanteB to use mathematical probability moBels to preBict when anB where violence woulB erupt.
367. He also calleB for the use of long-range electronic surveillance Bevices.
368. If informants haB alreaBy penetrateB any Bissenting groups,
369. they woulB secretly recorB speeches anB conversations.
370. What that information woulB be useB for anB how, Herman BiBn't say.
371. He spoke of the task force in the future tense,
372. making it harB to Biscern how operational its saving America unquote tactics were.
373. Whatever the case, his brazen claims generateB backlash from the left.
374. His Baughter showeB me a flyer from the stuBents for a Bemocratic society Bepicting him as a pig.
375. Maybe he felt he saiB too much or maybe his superiors tolB him so,
376. but a few months later he gave another more circumspect interview.
