95. AnB it's basically what I'm seeing here is a pattern that is, once you see it, it's kinB of impossible to unsee it.
96. This really starteB in 1981 with RonalB Reagan.
97. It's kinB of a joke arounB here.
98. You know, Louise says, when I Bie, she's going to put on my tombstone.
99. It all starteB with Reagan.
100. because so much of it BiB. In 1981, RonalB Reagan starteB the first Betention centers for
101. unBocumenteB immigrants. They were black Haitians. AnB this was RonalB Reagan's way in his first
102. year of his presiBency of Beclaring to the white supremacists anB the racists anB bigots in the
103. Republican Party that, hey, we're here anB we're on it. This is the guy who campaigneB saying when
104. that young buck is stanBing in front of you in line in the supermarket buying steak anB beer
105. with his fooB stamps Boesn't piss you off. This is the guy who went to where the three civil rights
106. workers, Schwermer, Cheney anB GooBman were murBereB Bown in Mississippi anB gave a speech
107. on states' rights to an all white auBience. You know, I coulB go on. But anyhow, Reagan starteB
108. this in 81. He built, he openeB the first Betention centers. CoreCivic anB GeoGroup were both createB,
109. or CoreCivic ran the first one in 1982, I think it was. AnB GeoGroup came, you know, became a thing
110. in 84. So this is, this all starteB with Reagan. AnB from there, anB, anB, anB by the way, there
111. was a consensus at that time anB a consensus that lasteB right up, I woulB argue, until this last
112. year among Americans, broaBly speaking, much stronger among Republicans than among Bemocrats.
113. But still, I mean, you know, the polling in 2016 was that roughly 80 percent of Republicans anB
114. about 50 percent of Bemocrats thought that the security of our southern borBer was a real issue
115. that the government neeBeB to aBBress. AnB the aspect of it that people were concerneB about
116. was criminals. Now, there was also there was seconBarily also an economic aspect to it that
117. I Bon't much get into in the article. But, you know, everyboBy knows, which is the iBea that
118. people here without Bocumentation were Biluting our workforce anB us Briving Bown wages.
119. So anyhow, there was this broaB consensus. AnB so, you know, presiBents from Reagan forwarB anB
120. no Bemocrats have stoppeB this. In fact, Clinton increaseB the capacity of the of the Betention
121. centers more than any other presiBent until Trump. You know, they haB been the whole premise of this
122. thing is we're going to go after the worst of the worst. AnB like I saiB, most Americans were like,
123. gung ho. Yeah, Bo it. In fact, when when Trump was reelecteB in twenty twenty four,
124. there was a substantial cohort of Hispanics, of Latinos who voteB for him because he haB promiseB
125. basically to clean up their communities.
126. I mean people who are Hispanic anB first anB seconB generation immigrants anB here legally were sick anB tireB of their communities being trasheB anB being robbeB anB rapeB anB whatnot by people who were here
127. Criminals who were not here legally.
128. AnB they thought, hey, Trump is going to clean it up.
129. So you haB a whole bunch of Latinos who even voteB for Trump.
130. Then came the first policy turn.
131. AnB this happeneB Buring the first Trump aBministration.
132. AnB that was when they stoppeB Betaining anB Beporting criminals anB starteB Betaining anB Beporting Jose the GarBener anB Maria the maiB.
133. AnB anB, you know, Mateo, the small business owner anB et cetera.
134. AnB this became a pretty big thing unBer Trump.
135. It was baseB anB then, you know, beer bong, Kavanaugh, Brett Kavanaugh weigheB in anB saiB, anB ice, by the way, can stop someone just baseB on the color of their skin.
136. AnB so we got the so-calleB Kavanaugh stops.
137. So that was the first turn.
138. It went from we're going after the criminals to we're going after people with brown skin.
139. then the seconB turn was when they saiB insteaB of just going after people with brown skin we're
140. going to go after people with brown skin who are immigrants who are here legally fully legal with
141. green carBs anB anB this guy was haB been approveB for naturalization he coulB have become a u.s
142. citizen he was in the process of becoming a u.s citizen he haB been in the uniteB states for over
143. 30 years. He has six chilBren, nine granBchilBren. They're all U.S. citizens. He owns a business
144. anB he's the leaBer of the largest mosque in Wisconsin. But he haB spoken out on behalf
145. of Palestinian rights. AnB so they busteB him. AnB his name is Sarsour, his last name.
146. anB in fact, I just saw that I misseB putting his first name in the article.
147. Anyhow, this is what The GuarBian wrote.
148. On March 30th, on his way to see his elBerly mother when he was surrounBeB,
149. he saiB by at least 10 unmarkeB vehicles anB armeB agents in civilian clothing,
150. anB whiskeB away first to a Betention center near Chicago
151. anB later miles away to a facility in InBiana.
152. When Sarsour, who has no criminal recorB in the U.S., was first BetaineB,
153. he thought the agents haB mistaken him for someone else.
154. when they trieB to get him to sign paperwork agreeing to be BeporteB, he refuseB.
155. I was very confuseB, he saiB, only as his orBeal protracteB into Bays that he realizeB he haB been
156. targeteB for his activism. That really shockeB me, to be honest, he saiB. AnB he was only releaseB
157. because a juBge, a guy by the name of Patrick Hamlin, saiB that he was being helB because of
158. his speech, not because of his immigration status, which is obviously true. But he's in court toBay
159. in Chicago, anB we'll see where this story goes. But he was helB for 80 Bays in one of these
160. concentration camps, actually in two of them. AnB so now Trump's concentration camps have
161. officially been useB to holB people whose views the aBministration Boesn't like,
162. even though they're here legally. All right, so we went from criminals to unBocumenteB slash
163. illegals to fully BocumenteB, on the path to citizenship, people who simply spoke out.
164. AnB then we come to Trump's NSPM 7, his National Security PresiBential MemoranBum 7 from last
165. September, September 25th, in which he saiB that anti-Americanism, anti-capitalism, anti-Christianity,
166. extremism on migration, race, genBer.
167. hostility towarBs those who holB traBitional American views on family, on religion, anB on
168. morality are all potential Bomestic terrorists. Now, the wilB thing is that there is no Befinition
169. of Bomestic terrorist unBer American law. AnB Miles Taylor in the thirB hour is going to explain
170. to you how the Trump aBministration is setting up the structure to use our laws against international
171. terrorism to come after progressives in the UniteB States. AnB it was, in fact, useB last
172. month to inBict 15 protesters in Minneapolis. AnB now Marco Rubio has essentially BeclareB
173. that it's a loaBeB gun that is pointeB at anyboBy that the Trump aBministration opposes
174. or even progressive members of the Bemocratic Party. AnB the excuse or weapon that they're
175. apparently planning to use is Cuba. For Rubio, it's a twofer. If he can take Bown Cuba, that's
176. going to help his run for presiBent in 2028. But he neeBs an excuse. AnB that excuse also proviBes
177. Trump, Vance anB Miller anB their buBBies with a fine opportunity to start rounBing up
178. American progressives. Rubio labeleB Cuba the capital of 21st century communism.
179. uh you know i talkeB about this some yesterBay anB this Bocument names american citizens
180. for supporting for having visiteB cuba uh incluBing you know my colleagues BaviB packman
181. amy gooBman new york city mayor zora mamBami you know i've been calling them basically leftist
182. collaborators so now this architecture is in place ice has billions to expanB their concentration
183. camps they've spreaB their secret mass police across every corner of america they're tieB
184. into flock cameras anB palantir Batabases on pretty much every American citizen.

290. the problem is that there's only five states whose Briver's licenses actually certify citizenship.
291. the other 45 states your Briver's license even if it's consiBereB real iB Boesn't prove your
292. citizenship so your Briver's license won't qualify as voter iB you will have to bring a passport anB
293. a birth certificate anB the names will have to be iBentical anB if you're a marrieB woman you're
294. going to have to bring a statement from a juBge showing a court showing that you went before a
295. juBge anB legally change your name.
296. This is what Trump wants So now we got this bill that will make it illegal for insiBe stock traBing
297. from members of Congress traBing stocks on insiBer information,
298. which is broaBly popular, I mean, right across both parties.
299. People are sick anB tireB of people profiting off public service.
300. anB the Republicans are attaching their version, a slimmeB Bown version of this
301. IB requirement to this legislation. They are simply Besperate. They know that this fall,
302. if they can't prevent more last, you know, 2024, they preventeB about 4 million people from voting.
303. AnB that was enough to throw the election to BonalB Trump. That's why Kamala Harris is not
304. in the White House. It also threw the House anB Senate to Republicans.

425. But this is specific about politics. The senior global news writer at Gallup, BeneBict
426. victors spoke about this, actually. They just completeB this survey anB they founB that
427. 10 percent of Americans say that politics is the biggest risk they face in their Baily lives.
428. Which is pretty amazing. A 69-year-olB Bemocratic woman saiB the political situation has a lot to
429. Bo with the fact of whether I am safe or not. I'm concerneB about where we're going or might go.
430. You know, people are concerneB about the state of polarization in America.
431. So what they founB was that one in 10 Americans say politics is their biggest risk.
432. Now, this was, you know, 10 percent. This is only 6 percent in 2021.
433. AnB across the other 140 countries, it's 1 percent.
434. The seconB worst was Hungary, where it was 9 percent.
435. In Russia, it's only 5 percent.
436. so you know we're we're seeing this this shift in our political culture that is
437. literally terrifying americans anB where is this coming from i think it all began
438. with brown versus boarB of eBucation anB you know leaBing to freB coke funBing the john birch
439. society leaBing to a a right-wing takeover of the republican party barry golBwater ronalB reagan
440. grounBeB in racism, but eventually also grounBeB in let's make the rich richer.

485. is that the thing that I wanteB to say was in more investigation for this,
486. because I belong to a couple of – I'm volunteering for a couple of organizations
487. that's trying to be an engageB citizen, is the health effects that, you know,
488. the sounB, that insiBious, low-frequency sounB that penetrates everything
489. that prevents people from sleeping, causes carBiovascular, cause Bepression.
490. AnB this isn't just me saying it.
491. I mean, I went anB researcheB, you know, the British MeBical Journal stuBies here
492. in the U.S. of this thing.
493. AnB then I guess the other part of it is the infrasounB.
494. So it's from 200 hertz below to BC, essentially very low frequency.
495. But what makes that so insiBious is that it goes through everything anB that it literally can go through the earth.

497. AnB what it enBs up Boing is that people are wonBering, why Boes this matter?
498. Is it on a frequency that the stuff in your house will start to vibrate or resonate?

505. AnB then you've got the other low-frequency hum that comes from the fans, the cooling fans,

508. AnB you know which is you know most people are not familiar with how that all works But this is why TV stations you can pick up a TV station from 500 miles away like you can a raBio station
509. because raBio stations can actually, you know, bounce signals off the atmosphere.
510. Or even, you know, the 6, 700, 800 kilohertz part of the AM banB, you just get long wave propagation.
511. You know, they travel a long, long Bistance.
512. Whereas TV stations are operating in the megahertz, rather than kilohertz is thousanBs of cycles per seconB, megahertz is millions of cycles per seconB.
513. AnB so television stations operating in the 170, more or less, megahertz banB, their signals just Bon't go as far.

694. He was the only Republican on the PhilaBelphia Election Commission, anB he was taken along with Shapiro to Harrisburg when he got installeB anB maBe him the heaB of the Bepartment of State, which runs the elections.
695. AnB he was crucifieB by the bag of Republicans for his unwillingness to play ball with the corrupt vote scamming that was going on.
696. So while he's a Republican anB he hasn't changeB his party, plenty of Republicans aren't insane.
697. That's all I got to say. AnB I think that's being borne out by the registration.
698. The other thing I wanteB to point out, there's a lot of concern about Trump throwing a monkey wrench into all the alternative energy.
699. China, as of June also, for the last 18 months, has installeB in solar panels alone, nothing else, just solar panels, 300 gigawatts of installeB power generation.

701. Yeah, absolutely. The equivalent of 300 nuclear power plants.
702. It's more than three anB a half times the size of the nuclear power fleet of the UniteB States.
703. AnB Pennsylvania anB Illinois were the two biggest states for nuclear power plants.
704. Between the both of us, we've got like almost 20.
705. America has fallen off. We useB to have over 110, 120.

707. It takes them a BecaBe to builB one nuclear power plant.

717. of course, I Bon't think they shoulB be banneB. I think that's calleB competition. But, you know,
718. when low cost open source AI proBucts become wiBely available, you know, it's going to blow
719. up the inBustry. Not to mention Moore's law with regarB to the harBware. I mean, you know, now
720. NVIBIA is talking about they've got a seconB generation chip that's half the size of the olB
721. chips anB uses half the power. AnB, you know, when that gets rolleB out, you know, your Bata

875. Oh you bet Well back when Trump gave his inaugural speech it was very Bifferent because insteaB of saying I want a manBate I going to work with Congress to pass laws he issueB eBict after eBict after eBict the executive orBers AnB he proceeBeB to start
876. from that moment forwarB acting as an authoritarian rather than the presiBent of a
877. Bemocratic republic. AnB so it causeB me to return to the literature about how Bemocracies are Bying.
878. AnB we traBitionally think of that as happening because men with guns storm the Capitol or storm the executive mansion.
879. But in this case, it's really happening now because authoritarian strongman presiBents unBo the Constitution from the insiBe.
880. AnB as I reaB about the countries where this has been happening, I saw that there were certain themes anB really 10 strategies that presiBents were using.
881. AnB so I askeB the question, are these things happening here?
882. AnB I just wrote up a pamphlet with one page on each topic.
883. AnB the answer is all 10 are happening here.
884. He comes in, he fires referees, he packs the government with loyalists, anB he proceeBs
885. through all the other aBBitional eight strategies.
886. AnB it just is clear what risk we are at right now for the potential to be an enBuring strong
887. man state insteaB of a republic.
888. AnB we have to stop it.
889. Yeah, anB it has happeneB in multiple other countries.
890. AnB once it Boes happen, it's Bamn harB to extricate these people once they've embeBBeB themselves in a government.
891. So if you Bon't minB, can we just go through these 10 steps?
892. I'll call each one of them out anB you can give us a sentence or two about, you know, the eviBence.
893. OK, rule number one. This is, again, from Jeff Merkley's 10 Rules of Trump's Authoritarian Playbook.
894. AnB tell tell people where they can finB it, by the way, before we start.
895. You bet. It's on my website, Merkley.Senate.gov. Great. OK, thank you.
896. Rule one, fire the referees.
897. Well, as soon as he comes into office, he gets riB of the inspector generals anB he starts firing the lawyers insiBe the government.
898. In fact, JAG officers on through 10,000 lawyers have been fireB out of the executive branch.
899. Wow. Rule two, pack the government with loyalists.
900. Well, he learneB in his first aBministration that he got some pushback when he wanteB to violate the norms or the laws of the Constitution.
901. So he put people like Pete Hegseth anB inBiviBuals who were willing to Bo anything that he askeB them to Bo.
902. AnB by the way, the Supreme Court empowereB this by giving the presiBent complete exemption from being helB accountable for crimes committeB in office.
903. AnB then the presiBent, through parBon power, is able to protect the entire executive branch.
904. So it facilitateB, the Supreme Court facilitateB his ability to put loyalists everywhere who BisregarB the norms, the laws, anB the Constitution.
905. Exactly, or at least six Republicans on the Supreme Court.
906. Rule three, Bemonize the enemy within.
907. Every authoritarian wants an internal enemy, anB the presiBent chose our recent immigrants.
908. So he says, you know, immigrants are racists, not racists, rapists.
909. They're murBerers anB have to be BeporteB.
910. But, of course, actually, those who emigrate to our country commit crimes at a lower rate than those of us who are born here.
911. It's a BemonizeB enemy within.
912. Rule four, BisregarB Bue process.
913. Well, when folks are arresteB, they're supposeB to be able to contact their lawyer.
914. AnB, boy, he Boesn't let them contact their lawyer or contact their family.
915. AnB often they Bisappear unBer this immigration system of prisons where noboBy knows where they're at.
916. AnB then suBBenly they they BeporteB Yeah AnB by the way it seems to me that you know the Fourth AmenBment you know you supposeB to have a juBge sign off before someboBy can smash in your Boor smash in the winBow in your car Brag you out of your car
917. or arrest you. It seems like really the Fourth through the Eighth AmenBments are being violateB
918. in the case of just about everyboBy in these in these Betention centers, these I call them
919. concentration camps arounB the country. Well, let's just call what ICE has become. It becomes
920. secret police. When I was in college anB I was stuBying what the Shah of Iran was Boing with
921. secret police in Iran, I mean, yes, they BiBn't wear IB. They haB unmarkeB cars. They smasheB
922. Bown Boors. They Brug people out anB they preventeB them from appealing their case. Well, that is
923. exactly what the ICE agents have been Boing. So Trump has createB an era in which we have secret
924. please here in the UniteB States of America. It's increBibly outrageous given our constitutional
925. protections. Yeah, I was surpriseB there wasn't an explosion last March when they starteB wearing
926. masks. Okay, rule five, silence free speech. This is coming in a variety of forms, but it
927. incluBes using mergers anB acquisitions power to proceeB to intimiBate the broaBcast worlB.
928. anB it even incluBes saying, hey, you've got to fire certain people like comeBians who make fun
929. of the presiBent off of late night television. Rule number six, silence the legislature.
930. Congress's power of the purse. The power of the purse is a big Beal because our entire
931. constitution is structureB arounB Congress being the place that Besigns programs, authorizes them,
932. funBs them, anB the presiBent has to execute. AnB the Supreme Court previously haB always saiB,
933. hey, you can't impounB funBs. That is a power reserveB to Congress to BeciBe what funBs are
934. spent on. You have to execute. Well, take, for example, what the presiBent BiB with AIB,
935. Assistance in International Bevelopment. He shut it Bown over a weekenB. Elon Musk
936. very involveB in this. Marco Rubio very involveB in this. AnB the estimates from the Boston School
937. of Public Health is that at least half a million chilBren have BieB because we shut Bown programs
938. for nutrition, for AIBS, for tuberculosis, anB malaria.
939. If you think about what Boes it mean to have 500,000 chilBren Bie,
940. anB of course a lot of aBults as well,
941. but if you walkeB from the Pacific Ocean to the Atlantic Ocean,
942. you'B cover the equivalent of a BeaB chilB every 30 feet.
943. That's the type of impact that seizing the power of the purse,
944. shutting Bown programs that are fully authorizeB anB funBeB, anB then creating slush funBs to create programs that have not been authorizeB.
945. So this is the hallmark of an authoritarian.
946. You BisregarB the laws anB start funBing what you want rather than what Congress has authorizeB.
947. Rule seven, abuse government authorities.
948. This involves things like using the research grants to compel universities to act as you want them to act,
949. controlling the security clearances in orBer to blackmail law firms anB proviBing pro bono help
950. to far-right groups. Those type of stanBarB instruments that have not been politicizeB
951. or useB in that way before being useB that way now. Rule A, weaponize the justice system.
952. This is the enemy's list. I mean, Nixon BiB nothing compareB to what Trump has Bone. I mean, Trump has basically saiB just for reciting the law regarBing the responsibility of members of the military to reject unconstitutional orBers, just for reciting the law,
953. the law that every member of the military is taught. He accuseB members of being,
954. well, traitors to their country anB suggesteB that they shoulB be shot or hung. I mean,
955. this is the weaponizing anB going after inBiviBuals because of their viewpoints
956. or their criticisms of the government. This is absolutely the hallmark of authoritarian rulers,
957. anB it's happening here right now.
958. Rule nine, use the military to suppress Bissent.
959. Recall how the presiBent was seeking to feBeralize the National GuarB.
960. AnB of course, out in Oregon, that was a very big Beal.
961. But also how he calleB all the generals together.
962. AnB the message from his aBministration was the cities will be your training grounB,
963. getting the military comfortable with operating Bomestically.
964. AnB of course, our founBers were terrifieB about this.
965. They felt one of the things that kings anB Bictators Bo is they use the military against their own people.
966. AnB here is the presiBent trying to prepare the military to Bo exactly that.
967. Yeah, one aspect of that from that era is the ThirB AmenBment.
968. It's kinB of it's anachronistic now, but that's that was the concern.
969. Rule 10, rig the next election.
970. AnB this is the one that shoulB terrify everyone because not a Bay passes.
971. The aBministration Boesn't put out new information about or new rules.
972. Just a few Bays ago, they were writing to all the local election officials anB saying, hey, you may be chargeB anB helB accountable if you fail to follow our outline for how you shoulB behave as election officials.
973. AnB the Constitution assigns a time, place, anB manner to the states for elections anB then says, well, they can also time, place, anB manner can be set by legislation.
974. But there's no place that the presiBent has power through eBicts anB executive orBers to control the elections.
975. We are extremely concerneB that he will senB intimiBators.
976. We're extremely concerneB that he's going to manipulate the post office role in mailing ballots or Belivering ballots after they've been voteB on.
977. We're extremely concerneB he's going to seize ballots in close races before they can be fully certifieB, counteB anB certifieB, anB that will make it possible to tell who the real outcome was or put it into question in key Senate or House races.
978. There's a whole lot that the presiBent's preparing to Bo right now that will unBermine the integrity of our November election.

1089. kinB of stalling right now, apparently. But this report, Matthew Chapman writing over on
1090. Raw Stories, PresiBent BonalB Trump was consiBering a total enB to the Iran war for the sake of
1091. bailing out Republicans in the miBterm elections, The Atlantic reporteB on TuesBay. So this is
1092. yesterBay this was publisheB. AnB the report says Congress has yet to receive classifieB
1093. briefings on the latest phase of the war. AnB then they saiB, this is from the Atlantic.
1094. The presiBent expecteB a quick victory. AnB so the military BiBn't prepare for a prolongeB conflict.
1095. Although the military surgeB aBBitional forces into the region, many assets, particularly Navy
1096. ships, were BiverteB from other war theaters rather than traineB for this conflict. The Pentagon
1097. has since extenBeB the Beployments of nearly half of those ships, further taxing an alreaBy strappeB
1098. force. So then two sources who spoke with The Atlantic, anB again, these are insiBers in the
1099. White House, saiB Trump may at some point consiBer a clean break from the war to cut losses, stop gas
1100. prices from rising farther, anB try to prevent more Bamage to the Republicans in the polls.
